The predecessor of Haiphong University was established in 1959. On April 20^th 2000, Haiphong University of Education was formed under the Decision No. 48/2000/QĐ-TTg by the Prime Minister with the merger of the four education and training units of Haiphong city, including Haiphong Pedagogical College, In-service University, School of Educational Management and Teacher Training, and Foreign Language Center. On April 9^th 2004, Haiphong University of Education was renamed Haiphong University under the Decision No. 60/2004/QĐ-TTg by the Prime Minister.

Haiphong University is an autonomous, multi-disciplinary educational institution whose mission is to conduct high-quality human resource training, scientific research and technology transfer for the betterment of Haiphong city, the Northern coastal region and the nation.

Haiphong University strives to become a multi-disciplinary applied university until 2025, with an orientation towards 2030, with an advanced education, prestige and influence on the development of the Northern coastal region, the nation and the world.
